Minutes: Committee Meeting held on Monday, 4 September 2006 at the Wildfowler Inn.

Attendance: Rae Campbell, Sandy Capper, Pippa Cornick, Julie Davidson, Carol Mitchell, Daphne Montgomery, Kyla Ritchie, Barbara Workman, Noel Cornick, David McGreal.

Apologies: John Brady (despite a brief appearance), Maurice Brown, Terry Lindsay, Derrick Murray

Welcome: 
The Chair opened the meeting by welcoming the Committee to its first meeting after the
summer break, and extended a particularly warm welcome to Sandy Capper on her début. In
the unforgivable absence of the Secretary/Treasurer, Noel Cornick agreed to take the
minutes.

Minutes: 
The minutes of the Annual General Meeting held on Monday, 19 June were taken as read,
and their adoption proposed by Pippa Cornick, seconded by Kyla Ritchie and agreed.

Correspondence:
There was no correspondence (probably because there was no Hon Secretary).

Matters Arising:

Traffic:   
Mrs Iris Robinson had attended a site meeting at the School, also attended by Barbara Workman, Maurice Brown, Mr Cruickshanks for the school and a representative of Roads Service, to address the issue of the speed of vehicles approaching the village from the Kircubbin direction. A number of relatively cheap potential remedies had been discussed, including additional signage, on the road or at the roadside, or the installation of flashing lights, but it was understood the school would be obliged to contribute towards the cost of such lights, which was likely to beyond the capacity of the PTA. Mrs Robinson had agreed to pursue the issue and to report back.

A further meeting had taken place, attended by Rae Campbell, Brendan Matchett from Roads Service and Mr Cruickshanks. Traffic surveys had indicated that the school fell short of the number of points necessary to justify the installation of speed ramps, but might qualify for flashing lights. Mr Matchett had agreed to report back to Roads Service, and to undertake further tests to try to achieve a better score.

The Committee agreed the situation remained unsatisfactory and, subject to any further correspondence form Mrs Robinson, warranted a special meeting devoted exclusively to the issue, to which both PSNI and Roads Service would be invited. The meeting would explore the specific criteria which justified traffic calming measures, speed limits etc. and would seek to extract a firm commitment to action from PSNI and Roads Service.

The meeting would take place in the function room at the Wildfowler and would be advertised
in the press.

Neighbourhood Watch: Nothing to report.

Quiz Night: 
Friday 30 September in the Wildfowler. The Committee agreed that tickets would cost £2 a head, with teams of four or six. Rae Cambell would produce tickets, with a start time of 7.30 for 8.00pm. One good prize would be bought, while bottle-shaped contributions for the ballot would be welcomed from Committee members.

Hallowe’en Party: 
Friday 27 October in the Village Hall. Paula had kindly agreed to run the disco. Glenda Ritchie and Pippa Cornick would produce a sausage and beans supper, fancy dress would be encouraged, and a tombola organised. Tickets would cost £3.00 for adults and £2.00 for children to include supper, a drink, tea and coffee.

Christmas Party: 
Agreed to accommodate Santa by changing the date to Friday 15 December in the Village
Hall. An increase in ticket price was agreed in principle. Further details to be discussed at
October meeting.

Christmas Lights: 
The landlord of the Wildfowler had undertaken to do his best to brighten up at least his end of
the village for Christmas. Further discussion would take place in October, but the Committee
accepted that grandiose plans for lights were unlikely, even with financial assistance, to be feasible.

The Abbey: 
The Committee had been dismayed at the need to close the Abbey as a result of vandalism and intimidation by primary school –age children. Rae Campbell agreed to speak to the community policeman, but the Committee recognised that primary responsibility lay with the parents. The Youth Group offered some opportunity for some of the youngsters – though not those responsible for the trouble at the Abbey - to let off steam, but the recruitment of a male Youth Leader was highly desirable.

The Committee also noted with concern that the number of coaches parking at the Abbey to discharge their cargo of tourists, welcome though they were, had denied access to the Abbey and the Church to potential visitors in wheelchairs.

Youth Group Report:
Rae Campbell reported that the Group had accepted the offer of a free Portacabin, and transportation and siting had now to be organised. Further reports would follow. The Committee was delighted with the news, and congratulated their resourceful Chair on her success. They also agreed that all proceeds from Association activities, once running costs had been defrayed, should be committed to the Youth Project. The Committee went on to congratulate the Youth Group on the valuable contribution it continued to make to the life of the village, and expressed the hope that some sort of solution might in due course be found to the difficulty in securing a regular venue for their activities.

Any Other Business:

Amalgamation of Committees: During his fleeting appearance earlier in the meeting John Brady had suggested that there might be advantage in amalgamating the Community Association Committee with the Village Hall management Committee. During a lengthy discussion it was clear that the GADCA Committee did not favour the idea. The roles and responsibilities of the two organisations were quite different, and there could be a risk of conflicting interests. The Committee agreed not to pursue the issue further.

Facilities for Young People: Rae Campbell bemoaned the fact that Greyabbey was denied the same community facilities enjoyed by Carrowdore, Ballywater or Kircubbin despite the apparent availability of funding from a variety of sources. The Acting Secretary pointed out that it was insufficient to base an application for funding from any source on a vague aspiration. What was required was a clear project plan with definable goals and outputs, and sound financial projections. Rae agreed to consider how such a plan might be prepared.
